المعاهدة العراقية - الإيرانية لعام 1937 - دراسة في بنودها ونتائجها

كانت العلاقات (العراقية - الإيرانية) في حالة تأزم مستمر، منذ أنَّ كان العراق واقعاً تحت السيطرة العثمانية، وما أخذ يُعرف عنه لاحقاً بالدولة العراقية في ظل الحكم الملكي، وذلك بسبب المطالبات المتكررة من قبل إيران بوجوب تحديد الحدود (البرية والبحرية) بين العراق وإيران.
لقد تم عقد معاهدات عدة بين الدولة العثمانية وإيران، حينما كان العراق واقعاً تحت السيطرة العثمانية، كانت منها معاهدة زهاب في عام 1639، ومعاهدتا أرضروم الأولى والثانية في عامي 1823 و1847، فضلاً عن بروتوكولي طهران والإستانة في الأعوام 1911 و1913.
إنَّ عهود الحكم المتلاحقة في إيران وحكوماتها المتعاقبة المنبثقة تلك، كانت تقوم باستغلال الأزمات السياسية الحرجة التي كان يمر بها العراق، في المطالبة في عقد المعاهدات الحدودية. وهذا ما كان قد حصل على إثر الإنقلاب العسكري الذي قام بهِ رئيس أركان الجيش العراقي الفريق بكر صدقي عام 1936، إذ تم على إثرَ ذلك الإنقلاب وبعد تشكيل الوزارة، عقد معاهدة عام 1937 بين الجانبين.
كانت إيران في كل المعاهدات الحدودية السابقة التي عقدتها مع العراق، كانت تستخدم معه سياسة (القضم) لحدودهِ الدولية، وكأن العراق ضيعة من ضياعها الأبدية، تفعل بهِ ما تُريد دون النظر إلى تاريخيهِ الطويل وكيانهِ السياسي الجديد، من كونهِ بلدٌ مُستقل وذو سيادة حقيقية.
